docs(todo): record the verified production path and its trade-off 
Both deployments are now proven: develop via run #20, and production
through the master merge (bc53ab3 -> deploy:production, 2m40s, succeeded,
both Pages URLs serving 200).

Also records the guarantee this flow traded away. deploy.mjs pushes master
after deploying production, with a comment saying origin/master equals what
is live. CI deploy-on-push inverts that: the push triggers CI, so origin/master
leads live content for the length of a run and stays ahead if the deploy step
fails. Harmless for a merge carrying no site content, but the claim no longer
holds and it is better stated than discovered.
